Troy Announces New Electric Aggregation Rate
Provided by the City of Troy
TROY - The City of Troy's electric aggregation program will have a new fixed electricity supply rate of 11.53 cents per kilowatt-hour beginning in January 2027, under a three-year agreement with Dynegy that runs through December 2029.
Residents and small businesses in participating Miami Valley communities will receive a new fixed electricity supply rate beginning in January 2027 through a governmental aggregation program.
The Miami Valley Technology and Communications Group (MVTCG) selected Dynegy for a three-year agreement following a competitive bidding process conducted by Palmer Energy on behalf of participating communities. Six potential suppliers were invited to submit proposals, and three responded.
The new standard aggregation rate will be 11.53 cents per kilowatt-hour from January 2027 through December 2029. An optional 100% renewable energy rate will be available at 11.73 cents per kilowatt-hour.
The previous aggregation rate was 9.049 cents per kilowatt-hour.
According to the program's frequently asked questions, the increase reflects higher wholesale electricity prices, particularly generation capacity costs. Increased expected electricity demand and the cost of maintaining reliable generation resources have contributed to higher capacity costs.
Although the new aggregation rate will initially be slightly higher than AES Ohio's standard supply rate, the agreement is intended to provide price stability. Recent electricity auctions indicate that AES Ohio's standard rate is likely to increase beginning in June 2027, with additional changes expected in 2028 and 2029.
Enrollment and eligibility
Eligible residential and small business customers will be automatically enrolled in the program. Customers will receive a letter from Dynegy explaining the agreement and how to opt out if they do not wish to participate.
Most residential and small business customers within participating community boundaries who receive electricity from their local utility are eligible. This includes customers served by AEP Ohio, Duke Energy Ohio, FirstEnergy and AES Ohio, subject to program requirements.
Customers who are outside community boundaries, are on the Public Utilities Commission of Ohio's “do not aggregate” list, have an existing contract with another supplier, have a special contract with their utility or are behind on utility payments may not qualify for automatic enrollment. Certain large commercial and industrial customers also require consent to participate.
The new rate will take effect with the January 2027 billing period, depending on the utility's meter-reading schedule.
What customers should know
Participants will continue receiving one monthly bill from their electric utility, and their existing payment methods will not change. Customers will also continue contacting their utility to report outages, service problems and billing questions.
Customers may leave the aggregation program at any time without an early termination fee, including after the initial opt-out period. Those who have contracts with other electricity suppliers should carefully review their existing agreements before terminating them, as early termination restrictions may apply.
Customers who previously opted out of an aggregation program will have another opportunity to participate because a new supplier, price and contract term have been selected.
For questions about the agreement, customers can contact Dynegy at 1-888-682-2170 from 8 a.m. to 11 p.m. any day of the week or email dynegycustomerservice@dynegy.com.
